Guide on outcome-based contract

A Guide on Specifications for Outcome-based (OB) Cleaning Contract has been developing consisting of: (1) Specifications/clauses for drafting of OB contracts, (2) Guidelines on Performance Evaluation and (3) Templates for inspections and monitoring performance of service providers. An outcome-based contract states the desired cleaning performance standards (i.e. cleaning results) and service quality (i.e. response time) as the outcome. This guide is applicable only to the cleaning aspect of the contract, and provides service buyers with guidelines, clauses, tools for work improvements and templates for inspecting & monitoring cleaning performance, as well as service quality outcome.

To promote the use of outcome-based contracting (OBC) for procurement of cleaning services, NEA have developed 2 guides on OBC (2nd edition) and tender evaluation.
These guides aim to provide service buyers with recommendations on:
(1) clauses when drafting a tender or contract,
(2) guidelines on evaluation of tender bids or proposals from service providers.
